Since a frying pan was designed to fry things in and French fries are supposed to be fried you certainly can fry them in a frying pan. They won’t be deep fried like they would in a deep fryer, unless you have an unusually deep frying pan (but then it’s not a frying pan but a Dutch Oven) but they are fried.
